Cause for optimism in Sudan as government delegation meets with NGOs in London

Months after the much-reported expulsion of several international aid agencies from Sudan in March 2009, the Sudanese State Minister of Humanitarian Affairs, Dr Abdelbagi Gailani Ahmed, Senator John Dor Majok and ex-minister and senior member of the NCP, Dr Qutbi el Mahdi came to London in late November. The visit, hosted by The Humanitarian Forum, was a vital step forward in negotiations between the Government of Sudan and humanitarian agencies; a communication which had previously all but broken down.
The Humanitarian Forum arranged private meetings with several international humanitarian agencies and well as public discussions in Universities and the House of Lords. Amongst many discussions were the complex political geography of Sudan, humanitarian and developmental requirements throughout the country, and the needs that the agencies and the Government of Sudan have for partnership. In particular, the threat of violence and famine in the South weighed heavily. The possibility of running A HOPE for Sudan workshop was suggested, as part of an ongoing effort of reconciliation and partnership.
There is reason for optimism, as the meetings show a changing mood in Sudan. There was an acknowledgement that aid work in Sudan is politicised, but also that the government of Sudan values the work that international NGOs have done. The anger against the international community is giving way to a recognition of mutual interests and acknowledgement of the need to rebuild and increase capacity and trust.
Dr Hany El Banna of the Forum said, "the visit has been a very important bridge building exercise, re-establishing communication between the Sudanese Government and international humanitarian organisations, and enabling trust through dialogue. We are looking to the future of Sudan, and these are the first steps in a new era."
Dr Abdelbagi Gailani Ahmed welcomed the advances which the visit had brought about, saying, "Thank God, we have begun a journey of a thousand miles, which will be successful in creating a platform to improve communication between our Government and the West." The Minister also praised the role of The Humanitarian Forum and Islamic Relief both in the area of humanitarian relief and in improving relations between Islam and the West.
