AADMER Series: Implementation in Indonesia

As a continuation of the "AADMER Consultation", Humanitarian Forum Indonesia in cooperation with the ASEAN Secretariat, Childfund Indonesia and APG (ASEAN partner groups) held an advanced focus group discussion with the theme "AADMER Priorities and Modality Partnerships for Vulnerable Groups "on the 22th February 2011 at the Hotel Ibis Tamarind in Jakarta.
The previous workshop intended to solicit recommendations and strategies to help build the concepts behind the implementation of AADMER in each ASEAN country and also to seek recommendations for society involvement in formulating the strategy. This focus group discussion had the following purposes:
- Present AADMER to both local and international NGOs in Indonesia, as well as to BNPB in order to show its powers and capacities to engage stakeholders at regional and national level.
- Determine the gaps, needs and challenges in implementing and institutionalizing AADMER at local and national level.
- Determine the focus and specific measures to enhance the ASEAN work programme which consists of two components: strategic and cross-cutting elements.
The strategic components are intended to translate the spirit of AADMER and ASEAN on disaster management principles into a tangible step that consists of the following things:
- Risk Assessment, Early Warning and Control
- Prevention and Mitigation
- Preparedness and Response
- Recovery
Since its ratification in 2005 by the ten ASEAN countries, AADMER still has difficulties in forming the concept of coordination to determine who is doing what and where and how to do it. Therefore, when disaster strikes in the ASEAN region, AADMER still has difficulties fulfilling its role effectively because each country has its own system for emergency response.
It is somewhat difficult to coordinate a comprehensive partnership for all ASEAN members. Similarly, we need to take into consideration the possibility for cooperation between the societies in the ASEAN region and the challenges of coordination and information sharing between the Government and society and society with other societies within the region.
