Capacity Building: Key to North-South NGO Partnerships?

The purpose of this paper is to describe lessons learned from CHF's approach to capacity development in the context of changing ideas about aid effectiveness. The paper examines attributes of effective capacity development with reference to the themes of alignment, managing by results, and mutual accountability as described in the Paris Declaration. It suggests that the volume and quality of north-south capacity development provide two indicators of aid effectiveness that are useful in terms of supplementing the Paris Declaration and enlisting civil society in it.
